Citizens' Participation Platform
Citizens' groups bring in contact with randomly selected citizens and from 27 Member States to discuss - at European level - forthcoming basic proposals that affect us all.
Are groups about 150 randomly selected citizens from 27 EU member states, representing the Union's socio-demographic spectrum (geography, sex, age, education etc).
Their purpose is to discuss important policy issues affecting citizens and to propose recommendations to the European Commission.
Participants work in small groups (about 12 individuals) but also all together in plenary sessions, with the help of mediators.
How a Panel works;
1️⃣ Ideas Session: Participants share their ideas about the discussion topic. Everyone can propose solutions and listen to different opinions.
2️⃣ Improvement Session: The groups revisit the ideas that came up, they evaluate and improve them through discussion and collaboration.
3️⃣ Final Session: Citizens formulate their final proposals, sent to the European Commission for consideration in EU policies.
In this way, European citizens have a real voice in decision-making!
Current and future sessions
Intergenerational Justice: This session was held by 12 until 14 September 2025.
New European Budget: The first session took place at the end of March 2025.
Energy Efficiency: This session ended with the formulation 13 recommendations to the European Commission.
